Tulsa police say one person is in custody after allegedly shooting BB pellets at utility workers. Officers say PSO workers were shutting off power near North Birmingham Place and East Pine Street when Phillip Smith allegedly fired a BB gun at them from a nearby roof. Smith was later arrested.
